Can't place reinforcement

Reinforcement (territorial) cannot be put on the map during reinforcement phase, and system does not push back reinforcement to next turn. Hence, game is stuck.
This is a new one. It's fatal. Thanks for catching this one.
It looks like that there is a problem with the optional rule "Off-city reinforcements", which should allow you to place the TERR next to Tripolis...
