I was looking over the scripts, to try and learn details that the manual doesn't include and came across something I don't understand.

There are 2 scripts (412 & 413) regarding the USSR accepting the revised borders and friendship treaty.
They appear (unless I'm missing something) exactly identical.
The difference is in the related/linked Mobilization script, where one gives the USSR a 5% mobilization towards the Axis and the other a 5-8% mobilization towards the Axis.

Under what circumstances does one (412 vs. 413) fire over the other?

Can't imagine if the USSR fails to invade Poland, that Germany would ever give it back though.
