How do I reinforce Axis units in Africa above strength level 8? If the supply sources in Libya are only at level 5 the manual seems to indicate that the max strength is 8. Thanks.

I think the only way is to take Malta.
Or, if the Axis take Gibraltar Allied supply in North Africa is impacted.
