Automatic repair rate of u-boat and v-weapon factories

Manual 21.2.3 does not list the automatic repair rate of u-boat and v-weapon factories. Does this mean that they could only be repaired by priority repair?
But as priority repair would never repair more than 20% of the damages, it seems impossible to repair them back to normal only by priority repair.
