Europa 1947 - Reorganizing

In playing Europa 1947 (only 4 turns in the game), I have had a lot of formations go into reorganization mode. The Russian units I bet almost 40-50% of the formations are currently reorganizing.
I have had some formations who have not yet moved or attacked since the beginning and have reorganized. I even had one of those units reorganize twice in four turns without activity. Is this normal? Is this just a function of early stages in the scenario and will improve? What setting in the scenario design effects this since I have not had this extensive reorganizing in other scenarios I have played?

There must be a negative shock event against your side.

There is 75% shock for both sides during winter - as described in the scenario notes

I saw that in the notes but I did not fully understand what that meant. I think I get it now. From the rules I see this: "At [shock] levels below 100, Formations may arbitrarily
reorganize (becoming unavailable for your orders)." so I assume during winter there is a calculation for each formation to see if it passes the winter shock to stays active during that turn.
