I am playing battleground italy and have surrounded 2 German divisions in the port of Livorno.

I bombed the port until the damage was 100% and i thought that would isolate it but it does not seem so. Is there a way to isolate a port

Naval Interdiction.

Or move a naval TF adjacent to the port hex.
