PFA a game file. The German 7-4 in east Morocco should not be able to move to hex 77,17 without flipping (through Brit ZOC) but it's still able to. I think somehow the 7-3 ZOC is being ignored. Note that IT & CW are not at war - not sure if this has anything to do with it?

It's not the Italian unit that does it, it's the Italian controlled hex it is sitting on. From RAW7 2.2: "ZOCs don’t extend: ...into a hex controlled by a major power or minor country, on the other side that the unit is not at war with;"

No bug, just MWiF enforcing the rules.

Wow, great answer. I intentionally flipped the unit by moving it before Balbo provided supply to avoid exploiting a bug. Guess I didn't have to.
