Can someone summarize how you can blow bridges as the Soviets? Or is this all described fully in the manual and there is nothing else to know?

Happens via playing a card. You've to assign Zhukov to an army, and that army has to have at least one division in a bridge hex and within command range. That allows you to play the (free) blow bridge card.
