Russia not agressive

I am playing the bitter end campaign as the Germans and it is july 1944. I captured Leningrad, am at the gates of Moscow and Stalingrad and hold Rostov.
It seems Russian AI prefers not to attack?

The AI is not great at the best of times - and it sounds like you are ready to post a request for a human opponent. I have never played the AI from 1941 until as far as 1944 - but it sounds like you have beaten them up so much they are not able to attack. Look at the OOB screen, if their army is small that means you are beating them.

Don't know if I am ready to play a human opponent, want to play as the Russians first against German AI.
I can't post any print screens yet but the russians have 6,2 million killed versus 1,1 million germans killed.

You can ask for an inexperienced or beginner player to play against.
I think you will be very disappointed with the German AI. The Soviet AI is playable against, the German AI is simply non-existent.
What is the Soviet army size now in the OOB - 6 million in uniform or 2 million in uniform?

Russian ai is playable, only when compared to German ai, which is worse.
But basically, ai opponent does not provide enough stimulus to develop ones skills and instincts. After getting acquainted with the interface, it is probably best to play against human as soon as possible. So much more fun that you’ll wonder why you didn’t do it earlier, at least that’s my experience [:D]

Soviet AI aggressiveness can be increased, but you need to use the editor and create a renamed copy of the scenario. On the editor main tab, you have an option to set the attack stance for both sides.
Unfortunately, the default attack stance for the vanilla is
Axis 0 Soviet 0.
Instead of restarting/replaying your current game you can go into the Game Options from the ADMIN tab in the game and beef up the Soviet AI's morale by +50 or more. Morale level is key determinant for AI attack decisions. It will also increase combat values for both attack and defend. You are allowed to adjust the Game Options during any of your attack phase turns vs the AI opponent.

So instead of using the editor I could achieve the same result by increasing Russian morale at the game settings before beginning a campaign?

I don't think their army is small, the OOB states Russia still has 8.3 million men versus 4.8 million Germans.

The OOBs of both sides are large - but difficult to judge what is too larger or small in 1944. Does not seem to be that anyway.

Yes. AI morale is single largest factor for AI aggressiveness
You don't have to restart your game.
Select the admin tab on the user interface. Select Game Options.
Scroll down to "Morale Level." Values on buttons are percentages. AI morale can be reset on any of your turns during Human vs Computer games. Click on the Soviet setting and enter a value in the dialog box/bar. You can choose any value from 25% to 400%.
You can also start a new game with a higher difficulty level for higher default settings; Normal = 100%, Challenging=110%, Hard=125% and Impossible=150%.
