I don't know, if this has been discussed before:
According to the game manual, Base Forces can also generate Torpedos (like Air HQ). I have not been able to find out how. Device 196 only works for carriers.
Do any one knows anything about this.[&:]

Base force units can't provide torps. only Air HQ's can. What page in the rule book are you referring to?....GP

7.2.1.10.2.2 LAND BASED TORPEDO SUPPLY
On land, torpedoes are supplied from Air HQs or appropriate Base Forces that carry a “Torpedo
Ordnance” device.
The Air HQ or BF expends supply at the base to “purchase” torpedoes that are stored in the
Air HQ or BF. Each Air HQ or BF can have a torpedo level set. This represents the number of
torpedoes that the unit will automatically try to maintain.
I assume this is a mistake or something that was never implemented or changed.

Base Force units can be modded to carry torps, but unless someone says otherwise, That is an error. I've never come across a Base Force that can carry Torps. Has anyone?....GP

I have noticed something "courious". In the locations some HQ with low numbers are marked blue. Some of them have Aviation support 0 (it doesn't show up in the TOE in teh game!) One of those is 4th fleet in Truk. This base provide Torpedoes for the torpedo bombers. Is this an undocumented feature??? 4th fleet is a command HQ although the HQ-type is 21[&:]

I've only seen Air HQs store torpedoes; all they do is create a local supply of the torpedoes, drawing from the general supply reserve. They do not 'create' torpedoes.
Here's a visual step-by-step of how to set the quantity of torpedoes to store for an Air HQ with a "Torpedo Ordnance" device listed:

It is not a Command HQ.

But still Truk provide Torpedo Bombers with torpedos without any Air HQ. In this respect they behave as a Command HQ. I will try and move them to see what happens [:)]

South East Area fleet and 4th fleet provide torpedo ordinance for the base they are located and behave as commando HQ in that respect. What makes them to command HQ is still unclear to me

Don't lose sight of the fact that only land based air units need to pull torps from HQs.
Ships get them from ports above a certain size and from tenders.
Carrier borne aircraft get them from the ships that get them form the ports and/or tenders.

Yes, I am aware of that. As Japanese you have a lot of landbased torpedo bombers, which are more effective if they carry torpedoes. That was the reason for my original question, which was inspired by the manual
