Order of Battle Burma Road

Why do units show red health numbers a long time after they have been back in play and will not attack? You can increase their health up to their limit but even though they are in the zone that you have supply they stay red and will not attack anything. Is it a known bug? I will repeat that they are in your zone of supply.
