Question about ZOcs

How can the Italian units move into this gap, thought they would have been blocked by ZOCs from either side ?
Am I missing something here...

In the manual: "Regardless of the enemy ZOC Values, a unit can always move one (1) hex."

They were just 1 hex away, so seems legit if they didn't do any other move this turn. Now, is it a wise choice, that's another problem...

Haven't seen that line in the manual, in this case they came from a couple of hexes back - pic is start of move.
Any game I have played ZOCs block all movement to adjacent hexes of the blocking unit, not just one hex.
