Restarting Convoy lines

I took back Cairo/Liberated Egypt last turn, including Suez and the port of Suez.
The Convoy line showed back up on the map but was white/off.
At the start of my next turn it is still white/off and when I go to the Convoy map it has a red slash through the
Egyptian Icon and in the notes it says UK 100% Mobilization & Egypt 100% Mobilization.
What other conditions do I need to satisfy to get this convoy line turned back on?
Do I have to wait for Cairo, Suez, Port of Suez to reach full repair?
