Somehow I screwed up the operate movement in Korea (annexed by Japan). The 20th corps (as shown in figure below) can only operate one hex. Before I started dorking around with the status of Korea (Annexed vs occupied, etc) the 20th corps could operate normally. Any thoughts on what might be limiting the unit's ability to operate at distance more than one?

can't operate from or through cities under 5 strength

I did reduce values of resources in annexed territories, so I'll bet you're correct.

You can change the minimum supply levels to be able to operate things at, if that would work for you.

To do this go to Campaign -> Edit Campaign Data -> Advanced
