Just wanted to share this with you all this are some data i got when i resend these ships back to Pearl Harbor when i first got them:
First AA numbers are how i got them arriving, second is when i send them once to Pearl Harbor

This is date from 2.20, havent tested this all in 2.3 but seems most have the first upgrade allready done, note that sending the CV's once back is enough, cause the second time you send them back they will return with lower AA ratings and upgrade there naval guns instead. CA's can be send a second time and they seem to get better results allthough this i tested limited times. A checkpoint is to see if your ships have 40mm and 20mm instead of other AA guns, if they dont send them back right away, if they do they might have gotten the upgrade allready. Some add more 40mm bofors and 20mm to it some dont. This below is what worked for me but do count it takes time to send and get them back. So keep enough to defend your positions before doing this.

- I hadn't thought of the AA upgrades to some of the class

Any unit with either .50 or 1.1 will upgrade to 20mm & 40mm guns the first trip back, the second trip back the number of 20mm and 40mm will double. CV's are stranger, they are hardcoded instead of generic and do not follow this generic upgrade path.

If you get a new ship thats already got 20mm & 40mm, assume it has been through the first upgrade already.

Yeah true CA's and CL's can get a second upgrade, note that Australian ships are likely not to get upgraded .. well i tried and they came back with the same guns 2pdr AA and some other stuff i cant remember right now.

CA's and CL's get some more AA's though second run, CV's seems to get downgraded if you send them back twice.

Note with latest patch sometimes you dont get them back right away, be carefull, if they got 40MM and 20MM AA keep them and send them back if they are not usefull, bad damaged or so.
