Neutrality pact confusion

Hi,
I've read the Help button for this box but I can't make out what the various abbreviations and values on this form represent.
Can someone go from left to right and explain what things mean?
I've figured out that 26 (8M) means 8 markers allocated by Germany as offensive chits. But I'm not sure what the 26 represents. I think total value of the 8 chits + the units within 3 hexes of border.
Off Break I'm not sure about - does this mean what value the Germans would need to break the Soviet defensive garrison? So currently GE at 26 they'd need to get up to 32 to break the 29 def garrison of the USSR? And SU would need to get up to 33.5 to break the 26 defensive garrison of the Germans? Or something else?
