This is one tough scenario!
Playing the Americans on Normal difficulty, it took me seven tries to get a major victory. And that with a little luck!

You play the attacking side first, without looking in the editor the opposing device, so as to preserve all the flavor of the different surprises offered by the scenario.

I still have to play "A simple equation": I also always play the attacking side first, anyway, as I think the "give peace a chance" AI performs slightly better in defense.
