Carrier plane option question

It is strange that the CW, in the 1939 setup, has 7 (5 in Europe, 2 in the Pacific) fully functional CVs, but once one adds the CV plane option, one has only 5 CV planes to pick, and therefore only 5 rather 7 functional CVs!
As well, the random picking means that more often than not planes are built but can't be used. CW has only a handful on size 2 planes, but most of its CVs are size 2, and yet it has many size 3 planes to pick from. So, then, one has to spent many BP to get a whole bunch of size 1 planes to get, eventually, 7 fully functional CVs. I do not think that British WWII procurement was that dumb...
This optional rule, the way it is designed, does not make much sense to me.
Is there any intent to revise this rule?

MWiF is a faithful reproduction of RAW7 in this respect and RAW7 was always this way. Efforts were made in the new Collectors Edition boardgame to reduce this issue but likely this will not come to pass in MWiF.

What was done in the Collectors Edition boardgame to mitigate this problem?
Maybe someone more skilled than me could do a mod for MWIF: allowing to select 7 CV planes (instead of 5) on setup for the CW, and all Carrier Air purchase can be individually selected like for the 2nd round for ships.

The CW CVP and CV sizes were adjusted. I don't know if it was a 100% fix or if a very unlucky CVP draw might still prevent optimum deployment.
Not sure why you say 5. The Set-up chart says you draw 8 CVP and you get 5 pilots for them. (Unless you are not playing with pilots, maybe?) You should be able to choose to put 5 pilots in 5 of the 8 CVPs, so is it that bad?

I do not use the pilot option, but it is the same problem.
On set-up on MWIF, CW must pick 5 out 8 CVP, but the CW has 7 CV to put on the map. Hence, 2 CV are without planes, if the CVP option is taken (with all the headache of trying to get the right size to fit afterward, and deliver them).
If the CVP option is not taken, then the CW has 7 functional CV. The CVP option set up does not make much sense to me.
To have a maximum of CV in the Med is really critical for the CW to deal with the Italian Navy early on. Although I like the general concept of the CVP, the way it has been implemented is problematic.
I do sometime play a home made version of the Fascist Tide on MWIF, so the two CV without planes are by default the ones in the Pacific. But on the full Global War it is a problem.

If you use pilots, assuming you have 7 CVP that will fit, you use turn 1 to get the two empty CVPs to the UK (or set them up there) and the interned Polish pilots to allow them to have CVPs at the start of ND39.
