Currently a couple of minor (Hungary, Romania, Spain) can get their own Panther tanks. Those are pretty essential to increase Germany's tank supply but I'm thinking that German minors that didn't have the industrial base to make tanks themselves they should have 0 limit.

Maybe we could up Germany's tank limit by 2 and drop it for Hungary, Romania and Spain.
It would still be possible to give some to Spain via the 'bribe Franco' event. German minors could be given light tanks pool to represent captured obsolete french tank handed over to allies and other in-house developed tanks.

Vichy France could be one of the few minors with a tank cap. (1 or 2?)

That is logical and I think it would be good if the minors could make light tanks like they did and cause they also used captured tanks. If they are limited to only light tanks, then they should have plus 1 or 2 added to their tank construction limit.
But I think the game is better now than if minors were prevented from making any tanks which would leave them wide open to be overrun by Russia.
