Waterloo Series

I've installed the Waterloo Series game, and sad to see it has only one tutorial. This is less than helpful.
Also, disappointed that I cannot download the manual to .pdf; apparently in packaging all the Waterloo Series games together they saved space by skimping on things I really need to learn to play the game. I'd like to read it on a different device, such as my phone or an iPad or laptop, but it's on my big iMac - I use parallels desktop and I'm happy with that for this game.
Any suggestions on how to learn the game without spending hours a day experimenting at the brigade level in a scenario?
