Unit HQ Assignments

As always, there's usually an explanation that missing. Playing Italy 43-45. I have railraod repair in Sicily assigned to 7th US and 8th armies respectively. When the next came around they were deployed on rail lines. However, they are all reassigned to the 15th army group in N Africa. This has actually happened several times now eher I would reassign them to the aforementioned armies in Sicily, only to see them reassigned to 15th army gp. Why is this happening?

Are you talking about the on map RR Repair units or the offmap construction units ?

There is automatic reassignment of construction battalions to HQs. I assume it's these units you are talking about. See section 7.7.3.3 of the manual.

There is automatic reassignment of construction battalions to HQs. I assume it's these units you are talking about. See section 7.7.3.3 of the manual.
The construction units are initially assigned to armies or higher HQ, but you can manually reassign them to other HQ's, even ones in other theaters. Two examples:

1. The AI assigns a construction unit to be on-map repairing the railroad. By the time you see it, the railroad is already repaired. So a) click the "Return to HQ" link to send it back to its parent; and then b) use the normal procedure to change its higher HQ (HHQ).

2. You have a construction unit assigned to a city in England building an airbase, but you know when that's done you're going to need it in Italy. While it's assigned to that English city, you can change it's HHQ, so when later you click on "Return to HQ", you can reassign it to a city in Italy the same turn.
