Why are my Axis units in Russia suffering from supply penalties?

I asked this in the Fall Weiss II thread, but Crispy never got back to me. [Holiday weekend and all]

I got a message early in '43 about Axis supply being hampered by the lack of oil (checked the scripts, and yep it was in the supply subfolder). I soon started noticing that all of my units in Russia had supply ratings like 8(4), where the 2nd number was the actual (effective) supply level. The thing is I had taken most of the middle east oil by that point, yet still got the message and presumably penalties, unless there is a different reason for my supply being dinged.

Any clues?

The Axis Oil shortage event only effects Axis MPP, unit supply is not effected in Germany or on the Eastern Front. To accomplish the MPP reduction without effecting unit supply, the Axis oil shortages reduce MPP that are generated from non unit supply generating locations (i.e. Mines) in central Europe. To stop the effect Grozny/Baku have to be captured, while the game does award MPP for the capture of the Middle East oil, it was my own personal opinion that the logistics of Middle East oil would not have solved Germany woes, and to enforce a USSR matters approach to the game.
