How to deploy reinforcements

Regarding the game Storm Over the Pacific, I am having trouble deploying a new unit. I follow the procedure:
1) Go to the unit management window
2) Select the "To Deploy" tab
3) Click on/select the unit listed as "Ready to deploy"
4) Click on "Deploy"
5 Click on a friendly controlled city hex ( I am trying to deploy a land unit)
But nothing happens -- No new unit appears
Please help
