as read in the manual (Scenario Developers Guide) a suggestion (and my first attempt to create a scenario) is to make a map of Sicily.
I started to draw the map for a future Husky scenario but I can't find a "clear" tile for plain areas.
How can convert or change the 'DesertPlain" to "Plain" ?

No, sorry. You can change the images for it though (and change the details pic from Desert to whatever you like).
And you can of course go into lanaguages/slogans.properties and change "Desert" to "Clear" but that'll change it for scenarios...

thanks, I assumed a more versatile editor as stated in the manual (bold)
Scenario Developers Guide
Introduction
Desert War 1940-43 comes with a full game editor.
Everything you need to modify existing scenarios or create
additional North Africa scenarios is included — Map Editor,
Unit Editors, etc. You can set scenario conditions, set-up
zones, victory locations, and more. Using the editor, the
scenario designer can change the time scale, distance scale,
unit scale, and all the values assigned to land, sea and air
assets. All the graphics can be modified/replaced using your
favorite paint/photo editing program — with a little skill, you
can make the game look the way you want. The Desert War
AI uses a simple “if this then that…” scripting language that
allows an able operator to create a viable opponent.

Sure, all the graphics and images can be replaced or modified (and all text change is changed too).
