After final production, as confirmed by the production screen during the scrapped units phase, the USSR has 34 build points. However, when they get to production phase (i.e., builds phase) they only have 30 BP's. By the way, I looked at my notes from last turn and the Soviets lost 3 BP's in this manner.

To repeat this bug, load the game file from the next post and just click through to Soviet production.

For the Soviets, or any nation for that matter, to lose 7 BP's over two turns is a significant bug. Fortunately, I know how to edit the game file to give them the lost BP's back. Unfortunately for my current game I didn't notice this until the second turn this happened.

Most of these issues arise when you go back into the production window to check your convoys amd BP available. After final production is closed avoid the temptation of going back to have a look at this stuff. Make all your changes at final, save the game and send to your opponent.

When I loaded the game and clicked through, the USSR only had 28 BPs. It seems saved oil is not being used by the factories when I use CTRL-P to look at production at that point. Only 18 factories were producing.

I try not go back into Production at all until builds are done. Once you do final and close each country production never go back and have a look from control P or info button. It will never reflect what you want.

Well, from the screen shot, 23 factories were producing during production planning and only 18 were when production was to be done. The extra appear to have been fed by saved oil, so "something" went wrong between Final Production and spending the BPs. That's pretty serious for a USSR undergoing Barb.

Paul, I think your on the right track.

I noticed this weird thing. When I opened the save from post #2, and went into Production Planning. I clicked on the Saved Oil points used in Production. It says seven, but clicking on it only shows two. I think this would account for the discrepancy.
