OT: Question for those who play 3d10 (FiF)

Hello, I have posted this message in the wiflist but I guess most of the players there don't use 3d10, so I thought I¡d post it here incase somebody else can enlighten us:
"Yesterday evening, while playing, we realized the modifiers included in the 3d10 table (which should be the same as the ones in the cards) indicate that when you are defending with counter-attack you get modifiers -1 (attacker) / +1 (defender) if the defending units are japanese, while in the cards that come with the game as well, you get this modifiers either with JAP or USSR too.
Is there a clarification on this? I have gone through 2009 clarifications and found nothing, and made some search without success."
