It seems there could be a problem. Here is panzer division with 716 of combat value! [X(]

Hmm..I wonder if they are getting the defensive bonus for the fort they are in since they don't actually leave the hex they are in when they reserve.

Yeah it seems the problem is only when calling units in reserve to defend
in following image the same 26th panzer div coming from reserve to attack has the right cv showed.
I wonder if it's just a visualization problem or the inflated CV enters in the battle engine ?

My guess is the inflated value (ie as if the unit was defending its own hex) enters the start of the calculation (only way to explain the lhs values) but that this is dropped as the combat engine resolves the action - again guessing but it finds there is no valid fortification for those elements and drops the inflation?

That would explain both the high at-start defensive cv you are seeing and the radical drops between start and final cv

By the way...don't get too hung up on CV (Combat Value). It isnt directly used in combat during the fighting. Rather...every piece of the division (element) has a combat value that adds to the overall number.

This value is only used to determine who won the combat.

All the fighting bits inbetween hitting the go button, and seeing the final result occur because of the actual hitpoints, strengths...range...etc. of the elements in question.
