2.8.4 - Mad Except - Use Oil - Selecting Include oil from cooperating major powers

Subject says it all, really.
Load the save game, select Include oil form cooperating major powers.
The Graziani HQ, located in Libya, consumed a supply division earlier in the turn, you can see that oil listed LBA - Headquarters as oil saved. I wonder if this has anything to do with the Mad Except.
