More Supply Qs

I am deep into Russia, nearing Perm and Ufa. I have two HQs with me. Pushing "S" shows that they are both generating supply of 8 each and radiating that outward. However, very few of the nearby units are getting the benefit.
1) A few adjacent hexes read 7 but most read 5, where I would expect 7. Is that terrain / weather? (I am in the mountains and it’s April.)
2) Even where the supply reads 7 or 5 from pushing “S”, the unit on that hex often has supply much lower. 3 or even 1. Why is that?
3) What do the color shades on the hexes under air units mean? Some of my planes have red shading on their hex, others purple.

Also, I assume that when a unit says "Supply 0 (5)" that means its current supply is zero, but ought to be five. So what's causing it to be zero?

To go into more detail, I have an army group on the road to Perm. There is a road and a rail line. For both, there is a direct connection to Moscow and (more indirect) to Kuybyshev, both of which I hold. There is an HQ until directly on the rail line. Yet its supply, turn after turn, is zero. I have no idea why.

Thanks. Still confused, though.
My HQ is about halfway between Perm and Kirov. I hold Kirov, whose supply is 5. The HQ reads 0 (5), which I understand from your tutorial means it is in a zero supply hex but actually supplied at 5. When I press "S" the green number says "5" but turn after turn my action points are 0/5.
Is that a terrain effect? The other units are moving OK.

I think what you are missing is the difference between the 'S display' and the 'resource supply values'. The 'S Display' will show the supply provided by HQ's, but the HQ's themselves get supply first from Resources, then from an HQ chain. Your HQ is in a zero supply state but is not 'actually supplied at 5', it is providing 5 supply. x/x = Actual Supply/Supply Provided.
If your HQ is halfway between Perm and Kirov, even with Kirov at '5' you are out of range to even get 1 from it. I don't see where its' Action Points would be zero though, should always be at least one.
Kirov-Perm is one of the toughest areas in Russia, you MUST have two HQ's to get thru that area, as seen below.
