Some odds and sods quesiton's

So I have been chewing away and FITE2 and a couple of questions have been knocking around in my head:
1) In FITE as the Russians you get a lot of reinforcements arriving with next to no supply now a hole division will arrive on one hex this will normally cause an amber stacking penalty. now while resupplying I have been spreading them out to adjacent hexes where is a railway to removed the stacking penalty. Is this the quickest way to get them supplied or would I be better leaving them where they are? or is the difference minimal?
2) So one of the big things you find yourself doing in FITE as Russians is defending a lot of river crossings so initially I was blowing the bridges and falling back behind the river but the Germans would come along rebuild the bridge and assault over it so now I have started blowing the bridges and holding the hex with them first, am I being daft or does that make sense?
