I stopped playing the Campaign Series because of the glaring lack of a unit editor. Has this oversight been corrected yet?

All the files are capable of being modified.

Specifically including all of the values of the individual combat units?

Yes, you can change them to whatever you want. The morale, the strength, the movement, any value found in the platoon files.

It requires a text editor, but you can change any values of any unit, or add new ones if you wish.

Further on, there is no longer any need for encrypting the data files to play the mod you have created when playing against computer. Encryption is only enforced for PBEM and LAN play. So any changes you want to implement you can try them out immediately [:)]
