I'm in the summer of 1942 in my current campaign and I've just launched my initial hammers. I've noticed that a lot of Soviet tank brigades I attacked seemed strangely under strength (typically around 1000 men and just 50 or so tanks).
Does anyone know what this is indicative of? I can only speculate but I did manage to capture about 120 units of arms industry in my 1941 campaign. Could this have anything to do with before mentioned slack? Or what else might be the reason?
