Terrain Effects

So to clarify terrain effects please. I had artillery fire into forest and its strength is 4. I also rolled a 4 and failed to disorganize the enemy unit. I assume this is due to the terrain. In the attached picture it sorta mentions something about 'halving' strength but the wording is ..Odd.

Am I understanding correctly that artillery firing into forest the attack value is half? Also is it worded in a clearer way someplace? In the terrain effects chart it mentions.."Eithers choice and aircraft tactical factor halved" this wording is confusing to me.

I actually suspect I am just reading this wrong as the terrain effects chart for mountains simply states "Defender doubled and has choice. I get the double strength, but it doesnt seem to mention anything about artillery effects. or effects from air strike.

Artillery firing into a forest is halved. Four goes to two, so a four misses. Artillery firing into a mountain is not halved; a four will hit. Also, any having is cumulative with weather. In rain into a forest, four goes to one.

It's a simplified remind of the rules, I guess Steve didn't want to make a book there.

The text says aircraft tactical factor halved because the artillery have not been considered in that table, since they are optional, but the same reduction applies in this case, according to the rules.

Either choice I believe refers to selecting the battle table, blitz or assault, it can be one or another depending on who has the right to have that decision (see rules, mainly armor and or mech advantage) and what he selects. Unlike in other terrain like swamp, where defender decides always.
