Hello,

I did a 'all of France' in my current AAR. I seem to remember Germany getting a half BB at Algiers (once there's a unit occupiying the city) and another full BB at Casablanca under the same condition. Neither of them spawn in that game however.

I had a vs. AI game where the UK recognized Vichy and I later took Algeria. The BBs did spawn, but not right away and not in the same turn either. There are probably dates associated with the events. I suggest script diving looking for the names Strasbourg and Jean Bart (iirc)

I think the strasbourg (at 5) give the event when you formed Vichy and then you conquering later; the strasbourg around Marsella gives you the AI (it happens when the AI wanted you spend some PPs because you have, and dont want the Ai buy new units; ie; panzers ; but the events are not in arrow always it depends on the situation sometimes appear sometimes not; for example the German CV graf zeppelin sometimes cost you sometimes not and sometimes you miss.

They specifically require Vichy Algeria (see below)... 'All-of-francers' are getting a bit of raw deal. Wonder if its WAD...

I would think so. Why would the French Navy flip to the Germans if the Vichy offer was turned down and German went and took out the whole of France?

Harsher peace terms, they have to surrender control of the fleet.

That's just it, there is no reason for the French navy to accept 'peace terms' under those conditions at that point.
In all likelihood a larger percentage of the Navy would've cooperated with the UK and continued fighting; and none of the remaining colonies would've had much reason to make peace either.
It's not Germany was going to be able to go after the French mid African, or Pacific colonies.

I'd see a decision like propose two surrender term 'Cede control of the Fleet or Territory annexation'

First option gets you a bunch of ship. The second one gives you Alsace Lorraine (not just Alsace), Luxembourg as German territories (and thus benefiting from Industrial tech).

Pierre Laval would have been willing to discuss terms, even harsh ones.
