Irak - Baghdad garrison surrender

Hi,
I know there is some rule that causes Axis Irak to surrender when there are 2 units next to Baghdad? Are there any other conditions?
I have 2 units next to the city but there is another axis unit also adjacent to one of my units. Does that matter? Does anything else effect it? My 2 units are completely cut off for example with 0 supply.

can we have a screenshot of the situation; cause maybe some BUG in that rule (it depends what version have you)

Technically I think the only other thing that matters is if the Axis took the DE to support Iraq.

Never play this situation; but playing Germans with irak; i saw The british caught the capital bagdag and surrender Irak with one axis garrison only at bagdag; but i think you have suppliyed your units; Its IRAN; Teheran-capital garrisoned by an ENgland or Russia unit; which one? (if one)

Question answered - Irak surrendered the next turn. Hope this helps anyone else who's wondering.
