There is some problem with the Emergency Unit card

I can play it (but i had only 5 pp) but also if i had enough pp the system don't decrease the pp (12).

If I am not remembering it wrongly each officer has a pool of PPs too, and those are used to play the cards.

Manstein had 10 command points and 0 PP, i think there is something strange.

Perhaps is the " Organization ability " ? and where is that number ?

"You will recruit emergency unit(s) based on your Organization ability. Any recruited units will appear at your HQ’s hex."
