2.8.7.4 Shanghai MIL?

It's the end of turn 27, Jan/Feb 1944 and soon to be turn 28, Mar/Apr 1944. Shown in the attached screen cap is allied production for the next 6 turns (i.e., 1 year). The Shanghai MIL is shown in the Nov/Dec 1944 production pool which is 5 turns away. This seems strange to me. Also, through the Chinese are adjacent, the Japanese still control Shanghai.
Does this make sense?

if it was in play, and just scattered. then it end up on the production form. until city is liberated

True, but than it would be in the production form for next turn. And it isn't. So it looks like a bug to me...

Maybe it got blitzed Sep/Oct of the year before and is not properly "riding" the spiral.
