I thought that once the USS Somers (DD) is deployed that the US was allowed to use her for the Atlantic campaign.

Certainly the pop up message when it happens implies that it can be.

I've just found out that it can't attack Axis subs!

It won’t sink German subs, but if you leave it adjacent to the German subs they will not raid the convoy that turn.
