In my current game I actually chose to have the USA decide to keep the French planes USA DE 301.

When the 2 planes (1 TAC & 1 MED) were placed at New York, the Tactical Bomber came with full upgrades, while the Medium Bomber didn't have any.

The manual describing DE 301 doesn't indicate if they should or shouldn't have upgrades.

I find it very odd that one gets them and the other doesn't.
I suspect there is a bug, and it should be either both get the upgrades or neither should.
In either case the manual/DE text should indicate if they get them or not.

I've checked and whatever you choose, DE 301 provides the Tactical Bomber fully upgraded but the Maritime or Medium bomber arrives with no upgrades.

I can't remember my reasoning for this (or it was an oversight) and you are right that this isn't mentioned in either the Decision or the Manual, so thanks for raising it. [:)]
