Germany is at war with Czechoslovakia. The threaten war card backfired. When attacking a minor, do I have to only take its capitol city to conquer it?

You need to take the capital and defeat all the troops for them to no longer be a threat.

You actually need to conquer all of it, but usually it is enough to just take its locations (cities, mines, oil wells) because then the troops will no longer have a way to get supplies, and will slowly dwindle into nothing. Of course killing everything and taking everything is a much preferred option.

The threat card only works well when the Government is unstable. So next time watch the reports section and learn what Countries have low stability.

I am also playing Germany and that's what I did. I lowered Czechoslovakia's stability before I threatened it and it worked like a charm. Although I wish I could use threaten again but one time is the limit. I have one country all the way down to Extremely Low stability but don't have threaten available to use (or coup either). I think coups work by themselves when it reaches the stability lowest limit. Don't have any idea how much the lowest level of stability has on the chances of a coup.
