Playing Allies. USSR has Lvl 3 Inf weapons. Shock armies have 4 defense against tanks with lvl 2 (the highest they can go). Normal armies have 5.5 defense against tanks with lvl 3 (the highest they can go). Fully upgraded normal armies are cheaper than fully upgraded shock armies but defend better against tanks. Seems wrong. Bug or WAD?

You're right, due to an oversight the upgrades for two categories aren't the same for Shock Armies.
