Is there anything else to look for before using the Threaten War Card? Right now Czechoslovakia stability is very low. Last time I tried the card, they resisted.
Do the Political Points associated with another Major country have to be low also? I do not want another repeat of war with France in 1938.

The chance is random, but the less the stability of the country, the bigger the chance of success You are never sure ... which is kind of the point
