2.9.1.4 Carriers can't bomb?

Got a battle in the Red sea, with a UK carrier vs. It SCS.
When naval air is chosen, the dialog simply says there is no air-air combat and goes to the voluntary abort screen bypassing combat. The UK carrier would normally bomb the Italians, but it kind of bypasses that step!
Interesting note: It allowed me to save this file, but the file doesn't load well. I've since gone on with the game since it would only be 1 NAV factor; this file is all I've got.

Carriers should bomb SCSs, not only this but also they can bomb the coast hexes and sometimes adjacent ones in ground strikes or ground support.
It could be a bug or it could be also something different, I am not able to run your .GAM at the moment, but if for example the CVP is sent as a fighter, not a bomber..., or if you only have 1 naval factor and the Flak fire is going to have a result of 1 factor at least, completely nullifying your planes, like for example having a roll of the worst of 6 dice - but the worst is at least a 1.

I run you game. It doesn't allow.
I was offered to have an air combat, but then got some messages that there were no fighters and later that there were no bombers:
I can also be (depending on your optionals) that you forgot to load a CVP or it was shot down earlier...

I checked the options, the game is not using CVPs.

A related problem attached. Italian CVs are trying to port strike Gibraltar (Allies seem to have forgotten to leave a FTR there). (They should probably sail home with the Brit threat, but this game is screwy anyway - Russian defense was horrible and Allied luck for the first 2 years equally appalling).
First CV asks whether to fly as FTR or NAV; next CV automatically becomes a FTR. Doesn't matter whether Pipistrello or Aquila flies first, the first allows selection and the second becomes FTR. Bummer, because with no air cover the Italians want all NAV.
UPDATE: NEVER MIND, brain fart. Italians have one air action on a land impulse....
