What does this mean? build supply need oi?

CW is swimming in oil points - saved on map and all over the world being produced and used for production. Why am I getting this error when CW wants to build a supply counter?

RAW:
Supply units are a new gearing limit class. They cost 3 build points
and may only be built if all the resources consumed in producing
these build points were oil.

Likely you are saving oil and using all regular resources to make BPs in production planning. You need to use 3 oil to make some of the BPs. (Unsure when PM hits 1.25 or greater if that's two or three oil, but as you say, you're swimming in it.)
