So it's October, the mud has arrived, and all of my units have their CV cut to 1 or 2. Fully manned, fully supplied. The manual makes it sound like mud's only effect is on movement (and consequently supply range) and air missions. What am I missing?

There is a huge Combat value penalty for attacking in the mud. (like you have only 20% final combat value).
Defense Combat Value do not change.

Ah, I found it in the chapter on Combat. Imho, the chapter on weather ought to say something about that as well.... Looks like I have to wait for the snow to finish burning down Moscow (encircled and down to 3 hexes, but right now even a deliberate attack with 12 divisions is pointless).
