japan usa trade agreement question

I was setting up a new mwif global game and was reading in my rules book (written final edition) and I noticed an interesting difference...
In the rules as coded it states:
To avoid U.S. entry penalties (see below), the U.S.A. must have enough convoy points in the West Coast, Mendocino, Hawaiian Islands and Central Pacific ....etc
In my written rules it surprisingly states:
To avoid U.S. entry penalties (see below), the U.S.A. must have enough convoy points in the West Coast, Mendocino, Hawaiian Islands. Japan must put 5 convoy pts each into the Japanese coast and the Central Pacific Sea areas.
Was this a typo in my written book? Was this just a design difference between the board game and the computer game? Obviously this doesnt affect my computer game but I am curious about the difference.
