RAC says they can be used anytime even during an opponent's impulse then provide primary supply for rest of turn. A few questions.
In MWIF can you actually use them by right clicking on them anytime during opponent's turn? Is this implemented?
Also they provide primary supply.
Let's say a CW HQ uses supply unit in Morocco. Is this primary supply for US and CW forces both? For Free French also? For Spanish aligned units of CW?
What if Spanish HQ uses supply unit in Morocco. Is this primary supply only for CW? Or for US as well?

Interesting question.
It can only be used at specific times. MWiF does not have a process to select it "any" time and use it. When you right click the HQ (or maybe it's the supply unit) and it appears in the unit menu, then you can use it.
According to the rules (not sure MWiF 100% complies): The HQ becomes a primary supply source and should be such for all units that cooperate with the HQ. Not sure on the Spanish HQ, neither RAW7, RAC nor CE says for whom it is a primary supply source. I can't see a CW-aligned Spanish HQ being a primary for US units, since they don't cooperate.
My best guess is that is should be a primary supply source according to the nationality of the HQ which would mean the Spanish HQ would still only be a secondary source for the owning major power and nothing for a non-cooperating unit.
OTOH the literal statement in the rules is "primary supply source" and I suppose someone could argue it is so for all units on the map.

Supply units make an HQ primary source (for it's nation).
Of course a Primary (like London) can supply CW, USA, FF, and Spanish (CW aligned) units, like London would do.
A spanish HQ becoming an spanish Primary source in Morocco would compare to Madrid, which is a Spanish primary source.
In this case, of course spanish units would be in supply, I think CW could not benefit from it unless it's connected to CW, just as in the case of Madrid, but if that were the case there would be no point in using HQ supply anyway.
I can't recall whether USA and FF cooperate with Spain, I believe it will be as Paul says, so no because they don't cooperate.

Another questions on HQ supply, this time Emergency HQ supply.
I believe hat it may be clear but I would like reassurance:
1 - According to the rules HQ support can only be given to non-hq units, not to the HQ itself ,which would be disorganized and OOS afterwards (even later in the same impulse, after possible battles). However, I have seen considering the HQ in supply as well, is this a glitch of the rules, an errata?
2 - According to the rules, the emergency supply HQ gets disorganized at the end of the last land combat step. Before that, it could theoretically give HQ support… but only if it is in supply. This would be before being disorganized in that last step.
P.D: Hmm it all depends on 1 doesn't it?

Ok, I checked the Clarifications and:
Q2.4-14 2.4.3 Option 13 Is the HQ providing Emergency HQ Supply itself in supply? (thus the number of units would be IN ADDITION to the supplying HQ).

2.4.3 Option 13: Non-HQ units that are out of supply can operate as if they were in supply this impulse if they can trace a basic supply path to a face-up HQ they may co-operate with. You can only do this with as many units as the HQ’s reorganisation value
