Auto Contouring Not Working As It's Supposed To

In editor, the idea behind turning off auto contouring was to paint the entire hex the terrain.
Sadly, turning off auto contouring in a new scenario map I am designing does nothing.

Nothing has changed, just the graphics.

Not seeing that happen on say a town or woods graphics. It doesn't fill up the entire hex. You have to do that manually. I could have sworn auto contouring off used to do that, sadly I don't have TOAW 3 loaded anymore.

With auto contouring off a town or woods will not fill to a hex side. It's just plopped in the middle of the hex. With auto contouring on the graphics will join together if you put it in two adjacent hexes.
