Oil Allied units in India

Version 2.8.9.4
Can anyone tell me how the Allied units in India can reorg without access to oil?
Cannot find a land or sea path to India and they can still reorg using oil from anywhere on the map.

It looks like a bug to me, since you can't reach an oil resource through the USSR either...

My best guess is that it is using a connection to the Arctic Ocean from the USSR - which I think would be incorrect.
On the other hand, the program is correct that the units in Malta can't be reorganized using oil.
I'll investigate some more.

I could possibly see a case for the lent USSR oil in Persia. Nut wouldnt explain why every other CW oil is also available.
