Axis: AI
Allied: Only UK and USA as Player Controlled. Poland, France, Soviet, Italy Controlled by AI

During the game, Finland was with the Allies.
Helsinki was captured by the Axis resulting in its Surrender.

Later the Sweden marched down the Finish coast and actually took Helsinki.
I was expecting that Finland would be liberated.

I was not and remained as Axis for the rest of the game.

Is this suppose to be the norm for Finland?

Forgot to mention, Sweden was Allied.

I'd suggest the person (AI) playing the Axis invest some more in Diplomacy if Finland & Sweden are with Allies.
